Job Summary
The Research Financial Manager, Administration and Compliance is responsible for oversight and management of sponsored research financial activities across the CHS enterprise while ensuring compliance with regulatory agency standards. This includes providing support and oversight from budget preparation, ensuring comprehensive study build in the CTMS, auditing and reconciliation of all financial aspects related to research activities, as well as staff education, financial reporting, and strategic planning. The successful incumbent will be detail-oriented and self-directed with demonstrated ability to work independently, yet establish cooperative relationships with colleagues.
Essential Functions
- Prepares and reviews budgets for a variety of projects including sponsored trials, federal grants and
special projects identifying patient care charges. May facilitate negotiation of industry sponsored
research budgets. Assists in the preparation of coverage analyses. Performs study builds for new
clinical trials in Clinical Trial Management System (currently Clinical Conductor) from study budget,
clinical trial agreement, and informed consent document. Reconcile research activities and
prepares financial analyses of accounts, auditing and reconciling department expenses to ensure all
billable services/items are charged.
- Monitors and reports on financial compliance, including appropriate use of personnel and material resources, with sponsored projects based upon key indicators such as milestones and contractual payment obligations. Prepare and submits journal entry corrections and adjustments, processing activity terminations. Responsible for timely salary expense management and effort reporting process.
- Facilitates strategic planning and operational implementation. Initiates, implements, and reviews policies and procedures relating to research financial operations. Participates in multidisciplinary committees, promotes innovation, best practices, implements systems and processed to improve the financial management.
- Reviews and evaluates current tools, procedures, and systems used for financial management, and develops recommendations for improvement or change. Oversees the development of training materials, including presentations, and education of research personnel, fellows and staff in study budgeting and CTMS management.
- Maintains awareness and training regarding grants management and complies with regulatory guidelines, such as, but not limited to NIH, JCAHO, OSHA, FDA, HIPAA, OIG, IRB. Collaborates with institutional compliance efforts related to fiscal matters to ensure completion of any audit support documentation.
- Maintains professional, collaborative working relationships, including frequent and open effective communication, with medical staff, other CHS departments/personnel, and outside organizations. Follows Corporate and department policies and procedures or other applicable standards (e.g. HIPAA regulations, Common Rule) with special attention to attendance and punctuality, confidentiality, dress code and display of ID badge, and safety. Performs other duties as assigned.
Required Experience:
- Three (3) years of combined experience in coordination, management, administration of clinical trials, grants, and other sponsored programs in a hospital or academic setting; working with budgets, including developing reports and presentation of financial information, and contract matters; developing educational presentations and public speaking; writing policies, procedures, guidance documents and/or standard operating procedures.
Preferred Experience
- Experience in auditing, project management, or process improvement, principles related to fair market value, clinical trial management systems, and/or Oracle; knowledge of Medicare billing and coding including CPT, HCPCS, ICD coding, and clinical research services billable to payers versus clinical trial sponsors.
Qualifications
- Bachelor’s Degree in Business Administration, Finance, Accounting, Science or a related field
- Advanced degree in health care, science or business
Preferred License/Registration/Certification
- Certified in Research Compliance, as a Clinical Research Professional, Clinical Research Associate, or Clinical Research Coordinator
Computer Skills Required:
- Intermediate computer proficiency with Microsoft Office Suite, Google Suite, and Clinical Trial Management Systems.
